Do I pay anything for a valuation?

No. An indicative valuation and a conversation about timing cost nothing and come with no listing agreement attached.

Can a foreigner buy landed property in Singapore?

Generally not without approval. Landed residential property is restricted under the Residential Property Act, and a foreign person, which includes Singapore permanent residents, has to apply through the Land Dealings Approval Unit at SLA, with approval granted by the Minister for Law. Sentosa Cove needs approval too; it is not an exemption. Private condominium units carry no such restriction.

Should I sell first or buy first?

It depends on your ABSD position, your loan, and how much of your cash is sitting in CPF. It is the single most expensive question to get wrong, so it is worth an hour before anything is listed.
